- The e-banking license is required for all e-payment providers and NCS
now has it. Crandy - the first mobile phone payment system in Europe with an
e-banking license
On 10/22/2004, NCS mobile payment bank GmbH was the first independent
mobile phone provider in Europe to receive authorisation from the German
Federal Institute for Financial Services Supervision (BaFin) to operate an
E-money business. As the only mobile payment provider in Germany, it is now
possible for NCS to offer non-telecommunication goods and services via your
mobile phone.
Automated purchases of beverages, payment of goods and services not
attributable to telecommunication from renting videos to buying a newspaper
with your mobile phone requires a banking license as of now.
The history
A regulation for payment of goods and services in the e-sector was
stipulated, among other things, in the E-Money Directive 2000/46/EU of the
European Union (EU). Although the EU expressly supports the realisation of
modern electronic payment systems, the abuse of this type of payment system
for the purpose of money laundering must be decisively counteracted.
Furthermore, the current grey area with regard to the payment for internet
and mobile content will be gradually dismantled.
The solution
Now that BaFin has issued the e-banking license to the NCS mobile payment
Bank GmbH, a solution has been found that meets both requirements.
Anonymously registered customers may have a total credit of EUR 150 on their
mobile phone. Transactions for anonymous customers will be limited to EUR 30
per transaction and EUR 150 per week. This makes simple and anonymous
payments with a mobile phone possible without the risk of malfeasance.
The e-banking license
The German Federal Institute for Financial Services Supervisions
authorises the NCS mobile payment Bank GmbH under NAK 32, Para. 1, Clause 1
combined with NAK 1, Para. 1, Clause 2, No. 11 German Banking Act, to issue
and administer electronic money (e-money business).
The European perspective
As soon as the e-banking license was granted in one EU country, it
applies to money transactions in the entire EU. Companies that do not have
this authorisation to conduct e-money transactions may, as of now, no longer
offer their services in Europe. The NCS mobile payment Bank GmbH will
certainly broaden its business segment Europe-wide in the month the e-banking
license was issued in order to establish itself immediately as the
Euro-Player on the market.
